Legislative Update From HPCAR's Lobbying Team

The Colorado state legislature will be considering committing funding and staffing for a committee to study and formulate policy regarding palliative care delivery in Colorado. HPCAR is working with the American Cancer Network and many other stakeholders interested in palliative care delivery. The committee made up of legislators could potentially develop policy enhancing work force and reimbursement. The bill will be in committee on April 27th for consideration.

And on Budget:
HPCAR lobbying efforts proved successful this session as the Colorado State budget was adopted resulting in increases for both hospice and homecare. Again, the battle over rates has ended for providers as the budget bill was closed today in conference committee. Providers are receiving a 1% across the board increase. Personal home care services were increased by 92 cent per hour rate increase for HCBS, IHSS and CDASS costing $6.5m General Fund for a full year.
